- 1. Special Care Emergency Rescue Program
This is the organization’s foundational, flagship service. The Arrow Fund acts as a specialized safety net across the Commonwealth of Kentucky for severe, high-impact cases that traditional, open-admission shelters lack the medical budget or medical capacity to handle.
Target Cases: Animals subjected to extreme physical torture, severe neglect, gunshot wounds, vehicular trauma, or deliberate cruelty.
Services: Provides 24/7 advanced emergency veterinary interventions, specialized surgeries (including orthopedic, reconstructive, and neurological procedures), and intensive hospitalizations.
Intake Pipeline: Collaborates with Kentucky animal control agencies, law enforcement officials, and regional shelters to transfer critically injured animals directly into expert medical care.
2. Comprehensive Medical Rehabilitation & Foster Care
Because many rescues require months of recovery, The Arrow Fund operates a non-shelter, foster-based rehabilitation network to ensure animals heal physically and emotionally.
In-Home Fostering: Animals recover in specialized home environments rather than stressful kennel settings, helping restore psychological trust and emotional stability.
Ongoing Care: Covers 100% of physical therapy, specialized mobility devices (such as wheelchairs and carts), medical management, and prescription diets throughout the animal's recovery.
Adoption Placement: Matches fully rehabilitated animals with vetted, permanent adopters across the region.
3. Community Humane Education & Anti-Cruelty Advocacy
This initiative focuses on systemic prevention by addressing the root causes of animal abuse and breaking cycles of violence before they start.
Educational Outreach: Delivers age-appropriate presentations to schools, youth clubs, and civic organizations across the Commonwealth, teaching animal empathy, responsible pet ownership, and proper care.

- Shelia Joneleit, the Executive Director, has an extensive background in nonprofit organizations and personal animal rescue efforts. Necey Stid, a 1099 contractor, serves as the Foster/Adopt Director with an extensive background in animal rescue and networking. Carrie Shoaf, a 1099 contractor, serves as the Media Specialist with over 30 years of public relations experience.
